Yes these both countries have western style government because of historical reasons not because we are western: Finland was under Swedish/German rule/influence and Japan lost WWII to Americans.

It was really weird visiting Stockholm couple of years ago. There were gypsy beggars at every street corner and their handlers watching over them. One beggar spotted we weren't Swedes and followed us to a restaurant and only stopped bothering us after we yelled at her to fuck off. The staff did nothing even when this went on for like ten minutes and looked at us like we were the Hitler himself after yelling at the cunt.
