Yes, I have. I learned to do all this growing up from my grandma, who owns a house on a corner in Connecticut. That's painting your fence, getting all the weeds out of the sidewalk, leaves away from stormdrains.
I own a house now on a cul-de-sac, and I still do these things. Its about making everything pleasant for yourself and your neighbors, and having pride in where you live.

Local government does snow removal, since that is something very time critical that is 24/7, yet it still doesn't stop regular people from attaching plows to their pickup trucks and going around plowing driveways and such in their street.
