Yeah, there are plans on a Russian forum. I'd have to search. You basically have to build a few dams on strategic locations on the Siberian rivers which will create a big sea in Central Siberia, overflowing Surgut and pretty much anything in that area.

You need a big sea because of the level difference. The Soviet retards wanted to pump the water using a nuclear power plant but that's meh.

Think about it. You're trading a big chunk of Siberia, which isn't that useful except for gas, minerals, and forest, but you're getting massive amounts of water towards the Central Asian steppe. You'd be able to refill the Aral Sea and you'd probably have the best agrarian region in the world. You'd eventually transform the Caspian into a freshwater lake.
