I assume he is saying something like "i wonder if new life forms could be born if i leave it like that"
but why exactly is he using 事はない? which, as far as I know, means something like "thing that has not happened"
so literally the sentence means something like doing like this + if + new life form + be born + has not happened + i wonder which doesn't really match with my initial understanding of the sentence
生まれた事はない would be have not ever been born 生まれる事はない is will not ever be born

I need more context though.. Is it really a monster disguising Amai mask or the mask himself lost his sanity? >seems the former as Bluefire(?) said "怪人は一般人が敵う..".

now that i look at it again, could it also mean "I hope by doing this, new life forms will be born"? i think we talked about this grammar before: negative + かな can mean "to wish/to hope" so that might work aswell. but not sure if this applies here
