I mean, there's a difference between structural poverty and coyuntural poverty (even though Argentina is not poorer than Brazil in any).
Brazil has always been really poor, while Argentina is really poor now because of 3 years of recesion, but all the infraestructure and human capital still remains in the country for it to go back to normal when the crisis passes. Brazil would need a lot of growth and investment in education to get to that level of development.
