Trump invoked the DPA. Basically USA gets dibs on American masks and we are stopping the export of American masks. A lot of Governors (esp Cuomo) have been mad with Trump for not invoking the DPA, since only the Feds have the authority to do so, and the States were tired of trying to buy up masks on the free market. But Trump is a believer in free market (at least somewhat) so waited til now to go full commie and demand all masks for the Feds.

Meanwhile, Canada depends on American masks. So this sucks for them. Germany also apparently depends on American masks even though they have a ton of manufacturing (?) and so they were upset too. 3M has written an open letter saying its a bad idea to block export to Canada because they depend on us (humanitarian reason) and also it will cause retaliation and they might retaliate leaving less masks for everyone (pragmatic reason). Of course I think 3M has their own profits in mind too. There's a reason why communism has failed every time.

Lots of Americans are calling for this already and want Trump to override the States and invoke a nationwide lockdown (literally never before done in US history). Actually the real number of cases in Ontario is probably a LOT higher than the "confirmed" number. Not only is Ontario lagging behind in testing, but more importantly the number of deaths are hospitalized is much higher than Quebec despite ostensibly having fewer cases. So despite appearances Ontario might well have the most cases.

But regardless of Ontario's situation, one important factor in Quebec is that spring break was earlier than the rest of Canada and people were returning home from spring break right around the same time that things slowly started getting serious. Had spring week been one or two weeks later, it's likely that there would be fewer infections now.
