I'm Asian American (not Japanese) so I can sorta give an insight on this "phenomenon".
All English teachers in Asia are loser sexpats who only know basic English. I went back to Asia when I graduated high school to see my grandparents and almost all English schools/afterschools/tutoring centers had atrocious English.

i've been a teacher in china for a year, can confirm, my english is good, better than a lots of teachers i've seen, but my accent is fucking atrocious and i have to talk slowly if i want the kids to learn proper english, still earned 5 times the average wage + free housing

- Wanna get a decent job(office worker @ Gangnam District, samsung, lg, hyundai, sk etc) in Korea as Korean : speaking English is a fucking foundation, need to speak an additional language preferably more languages if possible
-Wanna be a lawyer : you need to get in to law school and law school requires your english proficiency even though there's nothing related to English
-Wanna get into University or college : there's a certain way for you to free pass the Korean SAT(which also includes english subject), you take the TOEIC or TOFEL exam (vary by uni policy) and that's all. They don't require you anything else than the english test score.
- doing the mandatory service in military : if you can prove your efficiency in English, you can get more comfy MOS (KATUSA is the best example)
