It wouldn't work if it was just Germany and France. Germans outnumber the French and the French would think they should decide everything because they "won" WW2. Also, if by some miracle it would end up in a "civil" war, it wouldn' take long before the Germans and French started bullying everyone around them because both of them are prone to tyranny.
