It's genuinely a minority of Indian men who do things like that. Most have spent little time interacting with women in real life, and think that Bollywood-tier persistence can garner real-world results. Or, alternatively, they're so keen on PornHub they think sex happens as immediately as it does in film.

Most Indian guys I've met in India are pretty well socialized. But it is a conservative culture (speaking very generally), and it's just not as easy to date there as it is in the West. Doesn't matter if you're a guy or a girl, most Indian parents won't approve of their children dating and will proactively lash out against any suspected relationships.
