Wuhan has a population of 11,081,000 (number of residents) Wuhan - Wikipedia and a annual death rate of 0.551% 武汉常住人口突破1100万 城市吸引力稳步提升-新华网, which means every year 61050 people in Wuhan die from various causes even without the epidemic. Divide that number by 12, and you get 5000 deaths every month on average. Moreover, the number of deaths are not distributed evenly-more people die in winter than in other seasons. Considering that the Wuhan government has not allowed people to pick up ashes for two months, even if there is no epidemic there would be 10,000+ urns ready for pick up at the various crematoriums.
So has Chinese government been lying about the number of deaths in Wuhan? My opinion is that “tens of thousands of urns” is not enough evidence to either confirm or deny it.

Part 1 : earlier in that very same Newsweek article, the author states that Wuhan saw 56,007 cremations in Q4 2019, 54,424 cremations in Q4 2018, and 53,776 cremations in Q4 2017. If 54,424 people in Wuhan were cremated in Q4 2018, and Wuhan was supposed to have only 79,000 deaths in all of 2018, then basically Newsweek is saying that almost 69% of Wuhan’s deaths in 2018 occurred in the fourth quarter alone. Does that sound right to you?
If you assume that the number of deaths/cremations each quarter stay relatively constant, then obviously, the number of dead bodies being cremated by Wuhan’s funeral homes every year far exceeds deaths in Wuhan as calculated by China’s annual mortality rate. Look, I don’t know the reason behind the discrepancy. Perhaps as Central China’s largest metropolis, there are many more terminally ill patients in Wuhan’s hospitals than in smaller towns and villages? Maybe people in surrounding areas send their deceased loved ones to get cremated in Wuhan so they can have a more lavish funeral in Hubei’s provincial capital? I can’t say for sure. All I can say is that there are glaring mathematical inconsistencies in the Newsweek article.
Anyway, if we use the number of cremations in Wuhan as opposed to China’s annual mortality rate, we will see that the 42,000 urns figure is actually not that off the mark. In any case, I will list the facts and assumptions in my calculation based almost exclusively on figures provided in the Newsweek article itself.
Fact #1: Wuhan had 54,424 cremations in Q4 2018 (the last set of cremation data in the pre-COVID-19 era).
Fact #2: There are 60 days between January 23, 2020 (the day Wuhan began its lockdown) and March 23, 2020 (the first day urns began to be distributed in Wuhan).
Fact #3: There are 91 days in Q1 2020.
Assumption #1: Wuhan should have had 55,023 cremations in Q4 2019 based on Wuhan’s population growth of 1.01.

So, if we are to assume that there were supposed to be 55,174 cremations in Q1 2020, then the number of cremations that should have occurred during the 60 days between 1/23/20 and 3/23/20 should have been 36,378, which is 5,622 fewer than the 42,000 figure. Of the 5,622, 2,535 can be attributed to COVID-19 per the government’s official figures, which leaves just 3,087 deaths unexplained.
It could be that some of the 3,087 deaths were indeed due to undiagnosed cases of COVID-19. It could also be that some of the deaths were due to non-COVID-19 patients not being able to access critical care due to Wuhan’s medical system being overwhelmed. But even if we were to assume that all 3,087 deaths were due to COVID-19, that is still a far cry from the 26,000–40,000 deaths being alleged by TFI and Newsweek.
Anyway, the bottom line is, those higher death numbers are the result of some pretty far-fetched assumptions and were in fact directly contradicted by factual numbers found in the very same article in Newsweek’s case.
