The architect who designed those buildings was a German named C.L. Engel commissioned by the Russian czar. The buildings were designed in similar international neo-classical style to St. Petersburg.
Most of Helsinki has been built after the independence.
Pretty much all of the older buildings are built by the Finnish senate that governed autonomous Finland.

Russia granted Finland autonomy (almost independence) so that's why some czars were quite popular. There is still the statue of Alexander II at the center of the Senate square.

Actually I find it interesting how some cultures and architecture are similar just because of their location despite having no obvious ties to each other. I mean, Petersburg looks almost the same like Stockholm (let alone poor maintenance, just pure architecture), even though as far as I know Swedish architects didn't really participate in its construction, it was mostly Germans, Dutch and Italians.

St Petersburg was intentionally built in European style because Peter the great wanted to modernize Russia. Later, conservative czars added some nationalistic buildings like this church.

and Uspenski cathedral in Helsinki. It was built there because they tried to end Finnish autonomy but Finns revolted and the Russian general governor was assassinated.

But Poles did want to come to terms with Russians, but Russians don't respect any agreements, the Russian tzar gradually limited Polish freedoms so Poles had to respond with an uprising, even if it didn't have a chance to be victorious.
And the tzar started the process of incorporation of Finland into Russia in the 1900s too, thankfully for Finns WW1 and the revolution broke out.

But it is not just "a European style", this is clearly the most similar to Stockholm and not to, let's say, Vienna, Paris, Berlin or Rome. That's why it is interesting that Swedes didn't really take part in it yet the city looks pretty much...Swedish.
