There was a short period of hoarding, but as fresh product kept coming in and hoarders ran out of space to stuff tp and noodles, it ceased. Maybe brits have more hoarders and empty shelves keep escalating the situation as more people start to panic buy stuff.

Actually no one is really scared here. When something unusual from North Korea is on the news it personally affects only those in military. Ordinary people lost the motivation to prepare for the war that nobody knows when it will break out.

I was under the impression that panic buying was more of a city thing than a country thing. Here in London, supermarkets are extremely crowded and half the stock is missing, but everyone who lives in rural areas says that things are mostly normal.

Bigger supermarkets here in my city are seeing shortages, but the little corner shops and newsagents still have basically a full stock of everything.
If you need bogroll then pop down to your local corner shop.
Key workers in Britain have no food to feed their families while everyone is stockpiling. 1bn worth of food has been bought and horded. Britain has a capacity to produce more just as they do over Christmas there is absolutely no need of panic buying.
during times of crisis it is. the person who sells it would have bought 100 rolls from a store just to sell it at a profit for themselves. a store selling toilet paper for more at least makes more money for the manufacturer. which allows them to make more paper
The shortages are logistical related rather than production. You might see ASDA delivering your TESCO groceries going forward as the British Retail Consortium has got all the competitors working together during this dire time.
