Maybe I'm stupid, but I don't quite understand the scandal here. If you own stock and you work in an environment where you have access to important information, are you just supposed to pretend you don't know what you actually know when it comes to handling your own, private affairs?

I mean, what is the alternative? If you gain knowledge of a massive event taking place that will crash markets are you just supposed to not sell, knowing full well that it is the the wrong thing to do?

Owning large amounts of common stock and using insider information to sell large volumes is a very serious offense

People with access to such information are supposed to take measures to recuse themselves in such a way so as not to use the information entrusted to them by the public for personal gain.

It's not different from hearing in a secret meeting that the city is about to place a bid on a cheap lot for big development (and knowing it's government it's gonna be months before they DO bid) and then buying it yourself and inflating the price.

Issue is the idea that the "enterprising" people (read crooks) are the smartest in the field, so "punishing" them will mean they wont apply for the job and you'd have to settle for "dumb" honest people.

But how does that work in practice? Let's say I'm in a position to know the corona virus is going to have a massive impact before everyone else. Naturally, I would want to sell my stocks, but apparently I'm not allowed to act on the information. But then when am I allowed to sell? When it has become blatantly obvious to everyone? Not at all? Is there a fixed time period?

For this issue? I find that unlikely, but god only knows what copetard two party jingoisms retards tout and eat up.

It doesn't. A Bloomberg opinion piece sums this up succinctly. All trading is almost inherently insider knowledge. So what do you do with this info? Just like all conflicts of interest, you have some kind of wealth escrow or third party fund manager handle the money that would be blinded by law from "proprietary or secret" knowledge.
