It has a population of 68 million on an island smaller than the state of California. Plus the government is run by a distinct class of people who descend from genocidal conquerors with fundamentally different values, customs and even accents. A class of people who hate everyone else and only ever do the bare minimum to support them, hence the mass produced rows of houses and utilitarian brutalist architecture.
Reckon this country would be the best place on planet Earth if we culled the population down to 25 million. Enough people to maintain a distinct culture and enough land for people to live in actual houses rather than conjoined cucksheds.

When it comes to simplicity in modern architecture, raw concrete is a lot more aesthetically pleasing than cheap, usually faux brick. OP's image is as flat and shallow as a cardboard box. At least exposed concrete can make it up by having a texture to it.
