This is what 3rd world electrical wiring looks like, underground wiring can only be done before anything is built, some of these streets are probably old as fuck.
Moving the cables underground means not only opening up the street but also the houses in some cases, and having shit underground is actually worse, makes things harder to repair and harder to add new stuff. It's only worth it on big public areas (and not even that much).
