What were the reasons behind Yas Forums's decline from being the foremost contributor to meme and internet culture in the late 2000s to being a stale, boring board where the same people everyday make the same threads every day with zero originality or intellect in the late 2010s?

People who grew up with tablets and social media make up now the majority of the site.

Those people grew up and moved on with their lives while only the dregs remained. Gatekeeping reinforced the same tired, repetitive behaviours and newfag lurkers learned to adopt these standards of what is and is not acceptable.

It attracted to many boring Normies from Gamergate, the iCloud leaks, and the 2016 elections.

Also forgot to mention smartphones.

The site's population shifted from genuine weirdos to somewhat socially challenged youth looking to be edgy.

Back then only one new meme every few months would be generated. Only Yas Forums had the critical mass to make new ones. IMO there are now so many communities able to do so all over the Internet that the ones created by Yas Forums just get lost in the sea of daily new memes.
If Internet still was like back then, soyjack and Gigachad would be THE memes of the year.
Also don't forget pepe came from Yas Forums.
