I'm betting on Botswana. It's already pretty close, and Botswana wants to transform into a 1st world country by 2036. Considering it was the second poorest country in the world 1960 they will probably be able to do it.

It's not accurate, but considering it was in a civil war in the 1990's the fact that it was able to become one of the safest places in africa is a miracle. That and kagame stopped the Hutu Tutsi divide.
Compared to other African leaders he has a plan for his country and is currently trying to make his country better.
He has tripped his countrymen's living conditions in a short period of time, despite the country having no recourses compared to the DRC, and other countries in the region.
He is also currently trying to urbanize the smaller villages in Rwanda.

Not only that, but China has also begun outsourcing a lot of their factory labor to Ethiopia, so that could potentially establish a new middle class there.
