That and kagame stopped the Hutu Tutsi divide. Compared to other African leaders he has a plan for his country and is currently trying to make his country better. He has tripped his countrymen's living conditions in a short period of time, despite the country having no recourses compared to the DRC, and other countries in the region. I don't know about "first world", but I can see Ethiopia becoming on par with the gulf states once water from the nile starts becoming a valuable commodity. Not only that, but China has also begun outsourcing a lot of their factory labor to Ethiopia, so that could potentially establish a new middle class there.
