If the EU was a single country and had acted as a singular entity the COVID19 response would've been implemented everywhere at the same time and would've been far more effective. Having different EU members reacting differently is making us all less efficient. An EU nation would have been better at tackling this crisis.
Ideally you would just have a centralized government but judging by how much Europeans hate eachother that would rest in the realm of fantasy.

Austria-Hungary comes to mind as a disastrous example of that.
A common military, when we are with so many different command structures, tactics, equipement, military intelligence services which are probably going to shoot in each other's feet all day... will only end up in services either fighting for relevancy (and impeding each other) or worst, claiming they're not competent for X or Y situation (this is already what happened with economic policy. The president of ECB claims he's not here to do politics, and that states should go see the chairman of the Eurogroup for monetary policies, while the chairman of the Eurogroup claims that he lacks the data and means to implement monetary policies measures.
If a common military is to be assumed, it will take decades if not hundreds to create this feeling of national solidarity and belonging which allows someone from Paris to claim responsibility for something which happened in Strasbourg and vice-versa. Smoothing out the institutions and taking care of everyone's pride isn't going to be easy either.
I'm for every nation to be sovereign in their own soil with other armies putting themselves "at disposal" of the nation with a clear subordination and responsibilities established for military operations.
The same goes for diplomacy and civil response (as said). Solidarity is very important, but the technical problems of responsibilities, chains of command, and national context will not magically go away.
We've had centuries to build a relationship with Occitanie. The overwhelming majority of Frenchmen feel responsible for helping the South if something happened and there are clear structures and protocols for that. No such thing exists (yet) at the European level.
A centralised governement without a national feeling of solidarity and belonging will just mean people won't care about it.

The EU is a common agreement between nations where members joined willingly and can leave whenever they wish.
Why don't you just unite with Germany instead and de-facto lead the EU? There's no point in the existence of Austria.

I'm talking about two multinational entities united in a real, but abstract feeling of belonging to something common (there is multiple evidence of the majority of the Czech, for instance, political class being happy with belonging to the Empire), but without any clear structure for responsibility and no organic solidarity between the people
A military, especially in the modern age, is the expression of the nation's solidarity and feeling of belonging (77% of Frenchmen, for instance, trust the Army, but less than 40% trust politicians). You can't create this feeling of belonging on paper without centuries of shared existence. A guy from Britanny will have no problem serving in the Army to defend Alsace because he probably went there for a holiday, has family from here, learnt about great French people from Alsace, etc, etc.
A European army would only make sense if Europeans coexisted together and felt this solidarity for a long while. This is different from just saying "woah I like the UK they're such a great country", it's feeling like a war (economic war, real war, political rivalries, etc, etc) between London and Paris is as absurd as a war between Lille and Paris (to quote Victor Hugo). You can't just write that on a paper and say it be so.
You would also have to deal with command structures, inter-service rivalries, and denial of responsibilities like in any national army times 27. It's not possible.
Let nations be sovereign and let them help each other. France offering help to Greece/Britain/whatever as a nation is much stronger to build solidarity and a real Europe than French or British soldiers being in an anonymous global institution and working side by side. (additionally, it never works, see how long it took FRONTEX to help Greece with their borders and they did it only after Brexit).
Fairly sure some obscure WW2 related article in their constitutions forbids it.
