Russo-German alliance is a major geopolitical catastrophe for Europe. It should have been a policy to prevent such a thing. Just like the French always had the policy to prevent the German states from uniting with each other so should have Europe to prevent the same for Germany and Russia
It also shows what happens in the long term when you're to lenient with a defeated enemy. The US should ironically enough be scorned for being to gentle on Germany for allowing them rebuild and then unite and on Russia after the USSR broke up. Now these have turned against the US anyway.

Peaceful competition is not. For EE countries to be in NATO it means that they are at least safe from Russian demands and can be easily bullied into submission. Remove that and these countries are exposed and neither Russia or Germany have any reasons to negotiate with them anymore.

What you're proposing is a "deadly peace" where both Germany and Russia happily exploit EE without opposition. It's not even that "they're evull" or something, that's just what great powers inevitably do.
