I don't think it's the same. You don't want wooden houses because you think they're less stable, easily destroyable during an earthquake etc. but you don't have an old culture of wooden houses. That's a different thing than here, where most of people had wooden houses because wood was much cheaper than bricks and wooden houses meant just poverty. Only nobles had brick-made houses. Now everyone wants to be a noble and no one wants to be a peasant so wooden houses are shunned.
