I looked at the suburbs of Rosario, Cordoba and Buenos Aires and some random villages, but they all look like run down half ghettos.

Average wages are now 300-400usd/month and prices of electronics and clothes and everything other than food are higher than in scandinavia so the purchasing power is Africa-tier, some years ago average wage was 1000-1200usd/month and even then the wages were way lower than in the first world and prices were higher than in scandinavia so the purchasing power was still miserable.
Houses and neighborhoods here are all ghettos, houses are built one next to the other with no spaces in-between and the neighborhoods are grid shaped meaning that they are just blocks of gray concrete with houses surrounded by streets, houses here are fucking ugly, I don't know why they choosed to build houses with this revolting style but everywhere in "latin" "america" you can find those revolting houses with the poverty style.
As for the white part forget about it, at least 50% of the "country" has dark brown skin like colombians, peruvians and bolivians, the other 35% are light brown but they are seen as white and only 15% at most is actually white (this including mediterranean descendants).
