A personal source of depression for me, has the potential of being THE most breathtaking city in the world, but instead it's filled with trash, nutcases and political drama.
Jerusalem itself can be divided into different districts, some are very touristy, some are very secular (especially where students go out), some are Turbo-ultra-Orthodox ghettos and east Jerusalem is frankly an entirely different city which is exclusively arab.
If you look at satellite images it's very easy to see where west Jerusalem ends and east Jerusalem begins

nothing to see there honestly, called "capital of the Negev" but that's only because there's nothing else in the Negev other than Beer Sheba, Bedouins and military bases.

Tel Aviv is very modern, liberal, and secular. Beautiful art and architecture. Jerusalem is more old-fashioned and traditional and has WAY more historical areas. Haven't been to Haifa. Beersheeba has a lot of Arabs and is basically a metropolis in the middle of the desert.

Not at all. Once in a while one family tries to assassinate another's leader, and recently a civilian was accidentally killed in an assassination, but they mostly keep it among themselves. This isn't like 20th century new york.

I couldn't tell you, I don't live there (yet, planning on moving there to attend uni) so I'm not well versed in their internal politics, but from what I understand the turbo orthodox faction are absolute ass people.
It might be the city isn't doing enough while focusing on the important cash cow (tourism) but the community sure as hell isn't doing the city any favors.

Tax free shopping, an admittedly lovely sea you can enjoy in different ways (diving, the underwater observatory and if it's still around the dolphin reef, I haven't been there for a while) humidity and heat that makes the rest of Israel feel like Finland but otherwise the city is tiny and kind of shit.
Hotels are disgustingly expensive.

Yeah a lot of it used to be desert until the 1960s or so. Then people started irrigating it and planting trees. They're still planting trees in a lot of areas.

Tzfat (sometimes called Safed) is very old. Some of the city is literally from the Middle Ages, including an old citadel that was used by Crusaders. Lots of art galleries there too. Tiberias was built in Roman times and has been shaped by 2000 years of history. It's also on the Sea of Galilee.

What about Ethiopians? Are they discrimated against?

I've read that their income is lower than the national average.
