No, it's a unique thing of its own, it's not Anglo-America but it's not France either, something in the middle in terms of culture (rural Quebec is quite different from Montreal or Quebec city, though). Quebec's political positions today are mostly a result of the Silent Revolution, and the province has been uniquely shaped by being a linguistic and ethnic minority in a mostly English-speaking British dominion (and has uniquely affected Canada in return)

Montreal, Quebec city, and Gatineau get lots of non-white immigrants. Especially blacks.
