Any other Duolingo users always go way over the daily goal? I realize they're trying to appeal to normies but it takes me like 3 minutes to finish on the highest "difficulty" and I can't help but want to do more quizzes.

Correct, though if you mean it it in a temporary sense i.e I cannot catch up to you (right now), "Non riesco a raggiungerti" would sound more precise i.e less restrictive, while "non posso" kinda implies impossibility, like "I'm unable to catch up"

The mostly are, yes, the first I think is more common and natural, as well as more correct in certain cases e.g I wouldn't really say "È divenuto adulto" for "He became an adult" for instance, while the latter is more literary and may appear in phrases like "divenne un grande re"(he became a great king)

The reason should be this: it.wikipedia.org/wiki/Negazione_espletiva
As a native speaker it sounds more natural to add this sort of pleonastic negation in this phrase, sort of adds emphasis about the action going on (photographing) being abruptly interrupted, though without it the meaning would still be clear
