Syndicates were able to sneak in dirty money amounting to P18.7 billion into the Philippines with the help of some police, military, and airport security personnel, said Bureau of Customs (BOC) Commissioner Rey Leonardo Guerrero.
According to Guerrero, the Rodriguez group brought in P10.2 billion through the Ninoy Aquino International Airport between July 2019 and January 2020, while the Chinese group was able to move P8.5 billion from December 2019 to January 2020.
Guerrero said couriers of the money are paid between P12,000 and P50,000 per flight.
"These couriers travel almost twice or thrice a week and carry about one to two pieces of luggage...and are able to escape detection because they are escorted by members of the Philippine National Police, the Armed Forces of the Philippines, or of the airport police department at the Manila International Airport Authority," the DOF's statement read.

with federalism, there are essentially two equal levels of government
for example, in Malaysia there is the federal government and also the state or local government. the federal government and the state government is equal.
for comparison, Indonesia has a unitary system. In Indonesia, the local government is subordinate to the central government. the local government is essentially just an extension of the central government.

That's a confederacy system, not a federal system. Federal government is still stronger than local government in federal system, but their local government has more power than unitary's local government.
AFAIK our government was supposed to be a federal one, that's why there's DPRD. But then the higher up decided to make it a unitary system instead.

wrong. in a confederacy, the local governments retain their own sovereignty. a good example of a confederacy is the EU.
for federal systems, the power of the federal government vs the state government varies between countries. so the difference isn't really clear cut along which has more power like that .
a general rule of thumb in remembering the difference between a federal system and a unitary system is to think of unitary systems as being only one organism, and federal systems as being multiple organisms that follows one organism, like a gang being led by a boss.
