Dude was a super but the government didn't classify super-inventors. Which is surprising, given the kid made rocket boots at like age 9. He probably wouldn't have gotten to be Incrediboy but he really should have been given a probation period working at the NSA and possibly upgraded to his own super persona.

The guy clearly had issues from the start, but Mr Incredible also made the mistake of not encouraging him to follow his dreams in a different way or when he's older. He just made Buddy feel like he had no future in the superhero world because of his lack of powers, despite the kid being extremely intelligent for his age.

Buddy's problem was that he never understood what being a hero meant.
Mr. Incredible was always willing to help those in need regardless of the personal risk or even if he received no recognition for it. Buddy had no interest in helping others or making sacrifices(at least selfless ones, he definitely sacrificed actual heroes, lol). He only wanted the excitement and adoration that comes with heroics. It's like Lex Luthor in All-Star Superman; if he genuinely wanted to save the world he could have done so at any time.
