Let's not forget that the world building in Zootopia is amazing. The whole world was redesigned to feel appropriate for the setting. You get a huge understanding of it from just a single train ride. While Beastars very much does the same thing, that kind of innovation has to be limited because the world was created only by a few people. They could only do so much, but what they did was great.

They're both very well-realized worlds.

This is the problem with Zootopia. They messed up what they're trying to say by making animals into race allegories. The film is supposed to be a metaphor for race relations. But whereas it's easy to argue that a white man shouldn't be afraid of a black man, it's hard to argue that a bunny shouldn't be afraid of a lion.
