My personal head-canon, I am a movie only fag, was that the Dark Side amplified the darker parts of your personality. The deeper the fear or anger, the greater the effect. Dooku was a count, not that afflicted by the dark-side because he had a nice life. Vader was a slave, darkside was strong. Palpatine was a low tier politician who had to deal with bureaucracy, one of the greatest Siths to ever live.
Following this logic a minimum wage cashier would be the most powerful Sith.
