It's not fair since he's the best overall Joker in every aspect. When I think of the default Joker, Hamill is what comes to my mind.

He can do a great laugh, but it seems like he can only do one type of Joker laugh, and he's really outshined by Frank Gorshin doing an even better Joker laugh despite not even playing the character

I like Nicholson's Joker a lot and will defend it as a great representation of Bronze Age Joker (the best Joker) and not just "hurr Nicholson playing himself", but I barely remember his laugh. He didn't seem to laugh that much aside from some scenes.

He has the sadistic hyena tone down and the extra wheezes and strains really, really help sell it. He didn't laugh much but I never forget the laughs he did in that interrogation scene. It really fits the hobo clown version of Joker he's got aesthetically.

Not the scariest or the jolliest, but it's actually my favorite of the bunch because the movie actually uses Joker's laughter as more than just "he laughs after doing or saying something evil cause he's crazy. Phoenix has many different laughs, all with varying intonations and degrees of sanity, even used as a replacement for crying, and it tells the character's arc even better than a lot of the dialogue he's given to work with, and he sells the ambiguity of whether or not he's laughing due to illness or because he just wants to.

A Joker using a palette of laughs as language to express his emotions is definitely something I prefer over a Joker with one or two strong, memorable laughs.
Of course, Hamill had both, but he doesn't count, and even then he's never been in something that allowed him to showcase the range of laughs that Phoenix had.
So Phoenix takes it for me out of these options
