Well first off the show made you literally scared of her every time she was on screen by just how OP she was. (A good kind of OP, she was a great villain because of this).
And second, it may seem unrelated at first, but I think zuko had a lot to do with these kinds of scenes being more impactful in the way you say. Book 2 was set up as zukos redemption arc from the first episode of the season. Hes the one character that everybody had gravitated to at this point, and things were all about to turn around for him. Then boom. Azula comes in out of nowhere and fucks everything up and the whole time during this scene you're just like "fuck why is she here how the fuck did this happen fuck this situation dude"

after this stunt nobody would disagree with her. this was the most impressive single achievement of any individual character throughout the series

If avatar came out today (and it never would, because this is a different time) it wouldn't be considered one of those girl power moments because its not written that way. in contrast every time danaerys or sandra did some contrived shit in game of thrones you could tell the writers were doing it because they wants to show a stronk girl looking smug. avatar on the other hand makes no big deal at all about the fact that azula has a pussy, and she's shown actually being competent unlike the other two examples.
