Once again, VS fights are supposed to be characters fighting at max capacity meaning that they get to use all of their powers at their best. If the Mask if fighting Deadpool at his best then of course the Mask is fighting with the mask on not off. You can't have the mask fight deadpool without his mask/powers otherwise you have to handicap deadpool too and take away his healing factor or some shit.

While on the surface it looks like the Mask just gives you toonforce, in reality it's more that it unleashes the persons deepest desires and "true self" or self they secretly wish to be but repress. This is why doing later runs people who use the mask end up reacting in different ways.
What makes Walter so special is that he has zero inhibitions. Walter already lives his entire life doing whatever he wants whenever he wants so the mask has absolutely nothing to offer him.
