Old fashioned glasses. In the case of OP’s image, the little girl probably wears them because her parents are neglectful and they’re hand me downs, and also because her character designer probably decided it would be appealing to people who think they have quirky fashion sense. In the New Guy comic, the tranny is actually trying to have trendy quirky hipster fashion sense, and she wears old fashioned glasses ironically.

It was visually appealing, but the narrative is Roald Dhal Lite. It felt less like a world from a child's perspective and more like an actual child wrote the script and then handed it over to a boardroom of executives. The textures, shape language, key poses, and colours were a treat to look at. All of Jane's singing sounds the same.
The parents were the best characters in how campy and fun they were as antagonists.
