Practical reasons. You need the contrast for his hand movements to register properly when overlapping his body; Bugs has distinct outline and fill colors so that's not as much of a factor, and Mickey's feet don't need to be all that expressive in comparison

I think most people know he didn't have gloves in the beginning since that wasn't common yet, but once they were added he never went back
Especially in the last several decades I can't think of one example with them off while you regularly see his shoes off

They cast new voices years in advance. Usually they do voicing for ancillary stuff like merchandise and cruise lines before taking over when the official leaves (usually by dying).
