Surge could arguably do something like that, as well as Bishop, Gambit, Storm, any high level telekinetic (which a serious amount tend to be), basically an omega level mutant, etc. Basically any character whose power revolves around "energy".

Eventually he realizes that his mutant power activated while he was asleep and caused him to release a radiation that caused people to dissolve, leaving behind nothing but empty clothes. Professor X sent Wolverine to kill the kid and cover it up because if people knew a mutant killed all those people it would make the X-Men look bad.
