The entirety of JN's style was hideous to varying degrees. What's more insulting is Jimmy looks better in the FOP's style than his own. Watching this now actually makes me appreciate Hartman and the team putting some effort in when this animation trash was playing alongside it.
Timmy looks like he belongs in one of those early PS2 license games that didn't have a lot of effort put into it.

It's because they didn't try to match Timmy and the other FOP characters to the art style and character design of Jimmy Neutron.
For example, is recognizable as Jimmy, but it's also kept in line with the other aspects of FOP character design.
For Timmy's 3D design, they just tried to convert the 2D character design into 3D without any respect for the established design styles of "Jimmy Neutron".
