She was spoiled. Raised in isolation being told how awesome and cool she is, protected from any criticism beyond her mentors and taught to believe that as the Avatar she can do no wrong. Her overconfidence and selfish tendencies directly cause or exacerbate at least half of the problems she encounters.

Water benders are fundamentally described as being flowing, adapting, changing, moving, turning and redirecting. She was none of those things since she learned how to fire and earthbend right out of the gate. Naturally, she picked up on the worst aspects of both, which negates what would have been a natural cultural adaptive personality.
She's both hot-headed and stubborn. The worst parts of Katara and Sokka might have been a juvenile selfishness - that seemed to apply to most other water bending characters.
Plus they made her too old.
The avatar wasn't supposed to know they were the avatar until much later, but she only started studying airbending when she was nineteen or something?
As much as I liked Katara as a character, I can't help but think everything that went wrong with Korra is her fault. Aang died way to young, so Katara was sheltered so Katara could be closer to her former love.
Also - how the fuck does Toph, of all characters, become an authoritarian Police Chief?
They accidentally made a really good premise for a flawed character. The issue is, the writers didn't intend for her to be flawed so much as just a strong role model and wanted her to be the opposite of Aang. For 2 seasons straight they refused to acknowledged all of the issues and she never grew from them. She only ever grew for a while through vague spirituality and through dumb luck of her head strong approach actually working. Third season actually did get really good and started to acknowledge issues with her and the world, but it was too late. We kinda just disliked the characters by then for way too long.
It's weird, I genuinely think the third season is great, but it's hard to recommend when season 1 and 2 are painful and season 4 just fizzles out.

You're right about the first part. Her knowing she was the Avatar throughout her whole life and revelling in it, while being completely apart from society and a normal life is a fucking great idea for her character, and is rife with possibility with character development. But by about episode 5, this is quietly dropped for her just being kind of bratty. It's a shame, Korra's pretty great in the first few episodes, then around the time she burns down that Air Bending spinny training thing she just nosedives into unlikable and doesn't recover till maybe halfway through season 3.
In the first season Korra:
- Ran from home without telling her parents.
- Stowed away.
- Didn't bring any money so she ate fish in a public park.
- Ran from the cops.
- Made Tenzin pay for the damages she caused.
- After Tenzin agrees to train her, house her, and feed her despite how busy he is, AND after all the dumb shit Korra did to get him to train her, she ignores his teaching and trashes his equipment.
- Hits aggressively on Mako who she knows was with Asami right after she went on a date with his brother who Mako warned not to hurt.
- Joins a task-force taking away the rights of nonbenders, gets captured by Amon who for stupid contrived drama doesn't neutralize her then
And all of it was forgivable because you thought she would be learn to be more disciplined, less selfish and naive.
And then instantly in S2:
