It's not just Woody and Buzz but every living toys ever where he might meet and they're not like people. Most toys are entirely about love and service and their character and play time.
It would take a tremendous amount of disbelief breaking editorial mandate to maintain the status quo of a character like Chucky in such a world-view altering world.
