TBF, it was heavily inspired by a book called A Canticle for Leibowitz and some other pulp story where post-nuke humanity had gone back to cowboy ways, so it was kind of the norm.
I still like it better than the stupid "It was all a simulation" retcon. There was no need to bring them into the main DC universe at all.
