Mostly I think it's because they didn't really want to add more than a couple of civilian-life characters when they could focus more on the Batman part of the story, which is what anyone was watching for. Family, love interest and token friend was enough as it was.

It’s been a long time since I watched it, but before the series took place, wasn’t he supposed to be some kind of juvenile delinquent? Maybe all of his old friends were doing time in juvie or got sent to military school or something.
During the events of the series, I am almost positive that they were trying to imply that his constant ducking out to his “job” with Mr Wayne killed his entire social life and very nearly ended his relationship with his girlfriend, too. In these spidermanesque stories, nobody wants to be friends with the superhero who is constantly bailing on every single social interaction. Except for sidekicks that know he’s a superhero, or the one loyal girlfriend who exists in the story for the sake of drama and is always pushed to the brink of dealing with that shit.
Most chantards idea of "Chad" is based off the football jock who picked on them and fucked the popular girl they were drooling over as teenagers. They didn't pay attention to the rest of the kids at school and so everything is Chad vs. Virgin(themselves at that age) and nothing inbetween.
