could it be that DC is only interested in Superman himself to the detriment of ancillary Superman characters as exemplified by killing Jimmy Olsen in BvS or that Carol is by far the only character in the Captan Marvel mythos to still be relevant to the larger Marvel Universe?
The fact DC launched a Supergirl show should give you an idea they think she's marketable. As for MOS and BVS? Well Jimmy and Kara weren't in DKR. So Snyder didn't give a shit about them.
Frankly I'd imagine it would be hella easy to just combine Superman and Supergirl's origin stories for an adaptation and I've no idea why it hasn't been done for a screen adaptation even as a oneoff.

Carol has been relevant to the Marvel universe and its major events far, far more often than Kara has been to DC. Shoehorning her into the DCEU wouldn't just be work, it wouldn't align with her place in the comics. Also, despite her popularity amongst the capes crowd Power Girl is not a name brand DC hero. Show the average normie a picture of Peeg, and they won't even be able to tell you she's kryptonian.

The MCU has a successful system that can convert minor heroes into major brands, Carol makes sense as raw material for this system. DC does not have a system for doing this. It has struggled to get major heroes working, so attempting to capitalize on minor heroes has come much, much slower. Everything associated with Superman is currently an unattractive source because of how poorly snyder's films were received, and PG is a particularly niche part of the Super family. She's right down the bottom of any adaptation list.
