They're not wrong here, in any case. The Queen wouldn't have kept them in the dark about this, because it would've been counter productive. That said, what's going on at the shrine is probably some knarly shit. We've seen hints of it first hand. It's probably unrelated to the silver and just something Toma and Elka have stumbled into while trying to deal with this other problem of the silver. The only connection from them to the shrine is they're after Hetr for the silver and the treason and Bell is after the shrine because he wants to know what's so important about it to the Queen. So Bell sends Hetr to it and Toma and Elka get swept along.
