It’s for kids, so get ‘em early. It’s only recently that “aryan” type (blue eyes, blonde hair) characters stopped being the norm.

Then she loses her magic powers and hairs goes to “boring old brown”. Blonde hair represents healing, brown represents normal. She’s not even a natural blonde, she’s just blonde because she’s MAGICAL!!
Her "beauty" was conditional throughout the movie.

Humans were originally brunette so in a way it kinda is the "norm" especially with it being the most common hair type (black hair included in this) so I imagine when humans with more unusually hair colours such as blonde or red started popping up, people were like "woah thats different, maybe magical" and this general attitude to it has stayed in our culture and folklore for a long time. helps that blonde naturally looks "golden" which is a rare precious metal.
