Damian was out of Bruce's hands but remained placed in his hands so he doesn't turn into an al Ghul plant.
Steph barely counts.
Tim is the big issue, I like what was done with him but logically after Dick's falling out and Jason's death Batman should have seen no good end to the role and put an end to the Robins, maybe let Tim sit in the cave training until he's old enough to be his own man and being Bruce's Oracle, then it should have jumped to Damian being out of necessity since he'd be less likely to obediently wait in the manor.

How can you justify any less, when the next Robin’s character is always very influenced by their predecessor? (Not counting Stephanie, since she was never intended to permanently take on the role.) Tim is probably the most expendable, but even then you lose a lot of interesting traits of Damian’s if you take him out of the equation.

There's a whole site built by diehard fans which puts Batman's story on a timeline. Exact year of his debut/what year is current year today is irrelevant I think.
Batman as he is now adds up around 43-45 iirc accounting for all the mainline canon Robins

I absolutely agree, OP. There are too many damn Robins, if I had my way they would've just been streamlined into Dick, and then Tim (because fuck you I like Tim). That's it. and at most save the Todd/Damian factors for another alternate timeline Batman, where Bruce has been at the game for much a longer period of time to have plausibly established some more cushion between Robin's legacy mantle.
