That's cause he is. Seiya isn't especially powerful even amongst the Saints, and outside of Gold Saints, absolutely none of them matter against big shots like Hades (who has in fact completely backhanded the cast on more than one occasion). Seiya in fact rarely stomps his villains, because the overwhelming majority of them are simply more powerful than he is.
