I mean, the pebbles were pretty much a primitive version of the gems, capable of doing pretty much doing only their program.
So we have to assume that Concrete can't read because she isn't designed for it.
As Pearl can't let's say "manipulare fire" because she isn't designed to do it like a Ruby.

its not just about her programming, its likely shes not programmed to know how to read BECAUSE shes low class, or because rocks are less advanced gems
pearls are usually also just sand or pebbles that get covered in nacre
