Most of the bigger shops are in CA, and this guy owns one of them. So he's pissed because he can't open up again while DC wants to ship books to the shops still open.

Book trade market OGNs become more like Black Label, but for actual kids and teens. Think the DCAU approach instead of "Baby Batman Builds a Batmobile" and "Teen [Insert Female Character Here]" nonsense. Just stories with the characters kids might actually want to read about.
If LCS can't cope, start offering more games, cards and Funko and fewer Wednesday bilge. Maybe start selling the stuff from the non-Premiere section of PREVIEWS and get your customers interested in something other than capeshit events. Find a way to deal or go away.

My LCS is a one man operation and the owner, who I have known for fifteen plus years and have become good friends with, us now in danger of not only losing his store but his home as well. He has been delivering magic cards to people’s homes to get by but he said he might be able to survive if he could deliver his customers weekly comic pull lists. What DC is doing could make enough of a difference for him to get by enough to not lose everything. And this piece of shit in San Fransisco doesn’t want it to happen because he can’t make money. What a piece of human trash, Californians need to fucking die off already.

Proprietors could just home deliver and they'd be in far better straits than not opening at all.
Hibbs has also demanded that trades be held back even longer to protect singles sales and for digital to be held back even longer than that.

They should not concern themselves with some guy somewhere that opened his own independent shop with his own money and effort. DC and Marvel are just media companies trying to make and sell a product. This guy is just a buyer of a product, that;s as far as their relationship goes or ever should go. He seems to want special preferential treatment so he can make more money off his own wares and not really in any interest of DC or Marvel at all. Why should they care what helps him make a tad more scratch or not? They already made their money when they sold to him. The rest is entirely up to him and him alone to make his own living off of.
And it's not like he is some special contracted DC/Marvel distribution employee. He is an independent operator of his own store that buys their products so he can sell at a markup.
At the end of the day the media companies are going to do what works best for them and the independent operators are going to have to live with that change.

The country isn't going to reopen by 28 April. It's going to cost DC a lot of money to print books that nobody is going to buy from the retailers, because the retailers will still be closed.
There's no advantage to reopening early. You just die.
People are buying from retailers though. Some stores are doing online shipping or curbside pickup depending on what the stay at home orders are in each area. It varies by state, so there's no countrywide policy forbidding comic stores from doing shit.

As mentioned by other shops are tryong to operator via curb-side pickup or selling through ebay. So DC wants to supply these guys with comics, while Hibbs is being a faggot because he doesn't want to adapt.
By and large, they're closed, you autist.
Some stores are open for mail-order or curbside pickup, at least for the time being. I know of one store that is still open to go in but they limit the number of people who can be in it, whereas in another state all comic shops are closed because of the mandatory order for non-essential businesses.
