The general rule in the 90s were that adult jokes were fine in childrens' shows as long as there was no way the kids would actually realize there WAS a joke there.

This. Standards and Practices are aren't really codified beyond really obvious shit like graphic sex and violence. It's up to the interpretations of the S&P execs who are usually lawyers, not writers. Many, many TV show creators have anecdotes about trying to slip stuff past S&P, or getting notes about stuff that wasn't meant to be risque but completely ignoring stuff that was.
I have never heard anyone use "chokey" in that context.

The entire episode is about the Ghostbusters trying to close the door to hell and they don't even hide the fact that it's hell. It also gets really intense towards the end.
Grimm Adventures with Billy and Mandy got away with the same exact joke a decade or so later.
It’s a joke that’s easy for kids to miss, so who cares. It just sounds likely was named because of an alliteration if you don’t know what chocking the chicken means.
Cow and Chicken in general. I mean, the main villain was literally a flaming gay man who didn’t like clothes.
