Because it's not coming out of hollywood, and I shake my head every time I read someone in comments saying they hope GW or a studio will sweep the guy up to make it more "canon".
Consumerism has really worked its way into people's heads, they fail to realize that something official isn't always good and vice versa, they fail to realize this much autonomy only comes from independence even if production output suffers from it.
Under a company you'll have mandates like
>You want to do X? No, marketing says we're doing Y. Scrap your plans for X.
>You don't want to do A? Marketing says we're pushing A, so put A in your B even if it doesn't fit.
>You want to take how long/much to work? Our schedule/budget says C, so you have until C to get it done.
Many things people supposedly love about Astartes would be fucked if it was under a board.
Most characters being custom and concealing their faces? Nope, main cast need faces, ones modeled after recognizable actors and all having known names. Cool scenes will be relegated only to the most marketable character, everyone else is wallpaper.
Cast being mostly silent? Nope, exposition and quippy dialogue need to handhold and pacify a wider audience's confusion and anxiety, those faces mentioned before will be doing read: phoning in the VA work and will be taking a huge cut for using their likeness so don't expect much pay for your work.

Minushi was made by the guy who made the Boneland flash site. I remember seeing his behind the scene videos, he'd draw the frames on paper, scan them in, ink in Flash and then adjust it in Flash to make the inbetweens and such.
