Albedo did work on the original Omnitrix but it was a team effort. You can’t expect a software packager to make an overall superior product by himself.

Azmuth made the Omnitrix as a instrument of peace, he wanted all the races of the universe to come together in peace and the omnitrix was the way to do it: make all the aliens discover the wonder of each others and admiring themselves.
The Ultimatrix is an instrument of war, Albedo add the evolutionary power because he wanted to make the aliens inside of it more dangerous.
You don't bring peace with that destructive power.
Albedo wanted to win the battles and the wars.
And that's not what the Omnitrix is about, Azmuth doesn't want a weapon, he wants peace.

Azmuth is a short sighted moron who fails to realize that no warring species is going to look at a device that turns them into another race and think "oh yeah I can use this for peace". If anything it'd go more Vilgax's way of thinking: armies of Aliens changing at will in combat to come out on top, political assassinations under the guise of other races to break alliance, threats of someone making their omnitrix go nuclear and blow up the galaxy every other week, it'd be a fucking mad house.
