Nah, second generations are 50/50 depending on how the parents raised them. I've seen first generation basically denounce their country as soon as they get their citizenship and only speak English to their children and I've met second generation immigrants that have broke as fuck English because their parents never spoke Spanish to them. Third and fourth generations are basically so far removed from their culture that they tend to not give a shit.

It doesn't need to exist. It's a bunch of PC busybodies who didn't actually grow up speaking Spanish misunderstanding the meaning of grammatical genders in Spanish.
